Archaeology, Non-Invasive Subsurface Investigation, & Cultural Resource Management

Providing comprehensive archaeological investigations, near-earth subsurface mapping,
and interdisciplinary field and desktop studies.

Tremaine & Associates, Inc. is a full-service, cultural resource management (CRM) and environmental consulting company. In business since 1994, we have completed thousands of cultural Phase I, XPIs, Phase II, and III excavations and biological studies involving dozens of Native American tribes, universities, government agencies, engineering and environmental consulting firms. Our strategies and field methods are direct, pragmatic, and staged to allow complete transparency.

We use minimally invasive and nondestructive methods for detecting, mapping, and sampling surface and buried resources in all environments, including urban settings. We’ve developed both patented and proprietary methods and technologies that readily convert researched and sampled data into timely and useful information.

When employed early in project lifecycles, Tremaine will help reduce schedule, budget, and safety risks for all projects, including complex developments. Depending upon our client needs we can reduce the incidence of Change Orders, or inform Design, Planning & Construction decisions of the subsurface environment. Depending on surface conditions, we can detect and map the ground of more than 140 linear miles (225 kilometers) per day to depths of 100 feet (30 meters).

Seeing Beneath the Surface Is One of Our Specialties

We produce out-of-the-box solutions for complex projects through the integration of subsurface mapping. Our team supports clients through regulatory navigation across the full project lifecycle, including project initiation, planning, design, scoping, construction, and long-term maintenance, ensuring informed decision-making at every stage.

We operate in full compliance with CEQA, NEPA, Section 106 of the NHPA, and related regulatory frameworks, applying a streamlined and ethics-driven methodology. Our experience spans contracts with local, state, and federal agencies, with services that scale from single-site assessments to large, multi-phase infrastructure programs, supported by strong partnerships with tribal communities, public agencies, and private-sector clients.

In addition to providing conventional archaeology, cultural resources management services:

We produce out-of-the- box solutions to challenging projects with use of subsurface imaging. We help clients navigate regulatory concerns throughout the life cycle of a project, including project initiation, planning, design, scoping, construction, and maintenance.

Frequently Asked Questions

Complex heritage challenges need clear answers. Our multidisciplinary team integrates cultural resources management (CRM) and applied subsurface investigation to support confident project decisions.

We provide integrated archaeology, cultural resources management (CRM), and applied geophysics to support planning, environmental review, permitting, and project implementation across a wide range of public- and private-sector projects.

Our headquarters is in Dixon, California, and we primarily serve clients throughout the state. We work in urban, rural, and environmentally sensitive settings and can also support projects outside California as needed.

We partner with government agencies, developers, utilities, transportation authorities, environmental firms, and private landowners who need to meet state and federal cultural resource compliance requirements.

Our staff meet Secretary of the Interior (SOI) professional standards, and we hold or operate under the appropriate agency permits and authorizations required for cultural-resource investigations. We prepare rigorous reports that withstand agency and tribal review.

Absolutely. We offer construction monitoring, survey, and mitigation services to help keep projects compliant with CEQA, NEPA, and Section 106 requirements — while minimizing project delays.

Subsurface imaging uses non-invasive sensing technologies to detect and map subsurface features without excavation. It is especially useful for identifying buried cultural features, utilities, or soil conditions early in a project—helping refine archaeological survey strategies, support avoidance or mitigation decisions, and reduce uncertainty before construction or ground disturbance.

We pride ourselves on being responsive. Depending on project scope and location, we can often mobilize qualified archaeologists within a few days.
